Compliance and Grant Officer
Position: Compliance and Grant Officer
Reports To: Principal Chief
Job Purpose: Support both the executive and legislative branches of government; supervise, direct and perform independent audit assessments in support of Tribal Government departments and programs.
Job Duties:
• Ensure that audits are conducted in an efficient, impartial, equitable and objective manner.
• Propose ways to increase the Tribal Government’s legal, fiscal and ethical accountability through the use of audit and management studies to ensure that federal and tribal dollars are spent in a manner that improves operations and services.
• Develop the annual Audit Plan using a risk assessment, prioritize audits and manage the development of general scopes of work.
• Identify opportunities for improvement of Tribal Government procedures, processes and policies.
• Review and explain audit objectives, scope and programs to department heads and other administrators and ensure compliance with established goals and objectives.
• Discuss audit findings and recommendations with department heads and explain procedures needed to implement recommendations.
• Maintain awareness of new audit requirements and developments in the fields of auditing; incorporate new developments as appropriate into audit procedures.
• Stay abreast of federal and tribal funding, policies, regulations and procedures.
• Represent the Office of Self Governance to other divisions, departments, elected tribal officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations. Negotiate and resolve sensitive and controversial issues.
• Attend Tribal Council meetings as needed and participate on SNDOC committees and as a task force member when requested by the Tribal Council and Tribal Administration.
• Ensures that tribal programs that receive federal and tribal funds are compliant with funding requirements.
• Consults with the Tribal attorney as needed to resolve difficult legal compliance issues.
• Acts as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved.
• Provides reports on a regular basis, and as directed or requested, to keep the Chief, the Council and Department Heads informed of the operation and progress of compliance efforts.
• Support the execution of contracts, including grant agreements, service agreements, and sub-recipient agreements.
• Gather data, records, reports, and other information relevant to grant initiatives.
• Maintain strict confidentiality of business-related information.
• Support grant administration communication and maintain access to grant portals in compliance.
• Troubleshoot and problem-solve any problems related to grant administration.
• Provide support in the coordination and communication to compile and format documentation required for grant proposals.
• Support grant submissions including the preparation of administrative sections of grant proposal, coordinating all required steps of the submission, and carrying out submission of the proposal.
• Maintain electronic files and track grant submission and results including via portals as applicable.
• Maintain access to grant portals and points of contact for communications
• Perform other duties as assigned.
Knowledge, Skills and Abilities:
• Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
• Knowledge of Seminole Nation Tribal mission and goals.
• Knowledge of department organization, functions, objectives, policies and procedures.
• Knowledge of Tribal cultural and educational needs.
• Ability to work with mathematical concepts such as probability and statistical inference.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to interpret and analyze financial data and budget.
• Skill in operating various word processing, spreadsheets and database software programs in a Windows environment.
• Skill in making effective decisions in emergency situations.
• Ability to work various schedules and extended hours.
• Ability to work independently and meet strict timelines.
• Ability to communicate efficiently and effectively both verbally and in writing.
• Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.

• Grant writing experience.
• Ability to demonstrate a proven track record of securing new funding opportunities
• Knowledge of research and the ability to distinguish and identify opportunities for the program
• Ability to implement systems and follow-up processes with high organization skills
• Proficiency in research, interpreting, and analyzing diverse data
• Knowledge of Microsoft Office Word, Access, PowerPoint and Excel and database management skills
• Ability to work collaboratively and independently with purpose and accuracy in a fast-paced environment.
• Skills of securing major grants with certifiable references
• Knowledge of grant application process, scoring criteria and funding cycles
• Knowledge of federal grant applications, submission, approval and management of funds.
Work Environment:
• Work is performed in an interior/office environment.
Physical Demands:
• Required to stand, walk, sit, stoop, kneel, bend, use hands to keyboard or type, handle materials and reach with hands and arms.
• Occasionally lift and/or move up to 25 pounds.
Minimum Qualifications/Requirements:
• Bachelor’s degree in accounting, auditing, business administration or related field.
• Grant writing experience should demonstrate a proven track record of securing new funding opportunities Comprehensive knowledge of research, and the ability to distinguish and identify opportunities.
• 3 to 5 years of experience as a successful grant writer with previous grant budget development and management experience.
• Valid Oklahoma driver’s license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.
• Must be able to pass background check, with no prior convictions and/or felonies.
• Must be able to comply with the Seminole Nation Drug Free Workplace policies.
