Head Start/ Early Head Start Director
POSITION: Director
FLSA STATUS: Exempt
DEPARTMENT: Head Start/Early Head Start
REPORTS TO: Principal Chief

JOB PURPOSE: Achieves the Head Start and Early Childhood Learning goals and objectives by planning, directing, monitoring and evaluating the daily operation of all departmental functions and staff in accordance with applicable tribal, federal or state regulations. Services are directed primarily toward economically disadvantaged toddlers; birth though age 3, and preschool children ages 3 to 5 and their families.

This position description may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found or assigned to this position.

JOB DUTIES:
• Provides administrative oversight and management for all aspects of Early Head Start, Head Start and Child Care Program in accordance with mandated federal, state, and tribal regulatory processes, performance standards and regulations.
• Manages department budget; coordinates financial and budget activities for maximum operational
efficiency and assures budget oversight according to budget availability and tribal fiscal policies.
• Writes proposals and grants to secure additional funding or refunding and grant monies for continuation and expansion of program services.
• Maintains current working knowledge of trends in Early Education.
• Prepares and presents reports on the status, activities and plans for current and future operations; keeps leadership and other departments informed of status of Head Start and Early Education
activities by attending meetings and submitting reports.
• Develops and implements short term and long term goals for program components with parent, policy council, community, tribal administration, and tribal council participation and input.
• Encourages and supports professional development opportunities.
• Actively participate in the development and implementation of the Teacher professional development plan by providing research based training using principles of adult learning.
• Ensures adequate systems in place to maintain highest quality of services to children and families in compliance with Head Start Performance Standards.

• Ensures consistency in service delivery across programs with attention to inclusive practices and integration of component areas; encourage continuous improvement of systems.
• Ensures coordination among program components, across levels and with the organization .
• Ensures health, nutritional, and safety standards for classrooms, play areas, food services, transportation services, childcare centers and general facilities.
• Establishes and maintains effective work relationships with federal/state agencies, staff, tribal administration, tribal council, parents, parent councils, and the general public.
• Promotes regular participation by parents in program activities through meetings, training sessions, and other community events.
• Represents the Seminole Nation at local, state or national meetings
• Attends or conducts community or committee meetings as required/assigned.
• Ensures that program data, records, files, etc. are kept in strict confidentiality in accordance with the Privacy Act.
• Follows the Seminole Nation Head Start written plans for the compliance of the Head Start Performance Standards and to meet the established criteria for developmentally appropriate
practices.
• Enhances professional growth and development through participation in seminars, educational workshops, classes and conferences.
• Observes Teachers while teaching, and provides guidance, recommendations, and feedback.
• Hosts regular staff meetings to ensure communication among personnel regarding program-related
activities.
• Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and
related organizations.
• Maintains confidential information .
• Performs other duties as required.

SUPERVISION RESPONSIBILITIES:
• Supervises non-exempt and exempt staff in Head Start and the Early Learning Center; provides coaching, counseling, training and feedback to employees; assigns, reviews, and delegates work and job responsibilities to designated staff.
• Hires, supervises and implements corrective actions for Head Start, Child Care and Maintenance personnel; provides for staff development, and conducts annual performance reviews.
• Hires, mentors, coaches and evaluates the performance of program/training coordinators and program consultants.

MINIMUM QUALIFICATIONS/REQUIREMENTS:
• Bachelor's Degree in Early Child Education, Education, or related field.
• Five years progressive management experience in Head Start or Early Education; Significant experience in administration, including balancing regulatory requirements with budget constraints and growing community needs.
• Three years management experience in a supervisory capacity.
• Three years' experience in fiscal and program management that include budget preparation and implementation.
• Master's Degree preferred.
• Must be able to pass a TB screening.

• Valid Oklahoma driver's license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.
• Must be able to pass the Seminole Nation required background check.
• Must be able to comply with the Seminole Nation Drug Free Workplace policies.
• Must have fingerprinting completed prior to employment.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS:
• Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
• Knowledge of theories and practices of Early Child Education/Development and Family/Social Services including focus on Infant/Toddler development.
• Knowledge of applications laws, regulations, and guidelines governing all aspects of Head Start, Early
Head Start, and Child Care relative to program responsibilities.
• Knowledge of modern principles and practices of program administration in relationship to Native American Head Start philosophy and its principal of shared authority and decision making.
• Knowledge of program development, budgetary and financial controls.
• Knowledge of generally accepted grant/contract administration principles, procedures, and practices with the ability to develop and produce grants and other proposals.
• Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
• Skill in preparing, reviewing, and analyzing operational and financial reports.
• Skill in supervising, training, and evaluating assigned staff.
• Skill in making effective decisions in emergency situations.
• Skill in establishing partnerships with federal and state agencies, national Head Start Organizations and other professional groups as required.
• Skill in developing and analyzing program short term and long strategic plans, systems, procedures and policies.
• Ability to work in affiliation with Native American families and develop community partnerships.
• Ability to make sound administrative and procedural decisions and judgments.
• Ability to collect and analyze information to meet informational needs, and develop statistical analysis and reports or data.
• Ability to effectively manage time, set priorities, and meet deadlines.
• Ability to use office equipment, including personal computers, websites, related software, and manage data base records.
• Ability to use effective supervisory, administrative management principles and practices.
• Ability to maintain confidentiality and security of administrative and program information and maintain the highest standards of professional conduct.
• Ability to respect the dignity of each family, culture, customs and beliefs.
• Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
• Ability to work various schedules and extended hours.

PHYSICAL DEMANDS:
• Talk, hear sit, stand, walk; use hands to handle objects, equipment, controls and reach with arms and hands.
• Position requires frequent lifting of 25 lbs.

WORK ENVIRONMENT
• Work is performed in a typical interior/office environment.
• Noise level is usually minimal.
• Evening and weekend work may be required.
• Travel is required.

PREFERENCE:
Tribal preference and Native American Indian preference shall apply to all positions at Seminole Nation of Oklahoma.
