JOB SUMMARY
This position is responsible for the central planning, development, coordination, and operation of all administrative functions in support of the mission, values, and strategic goals of the Seminole Nation. This is accomplished by balancing and influencing multiple competing and often sensitive priorities and individuals to ensure the provision of proactive, comprehensive, and integrated management support services, delivered with efficiency, professionalism, respect, and a strong focus on elevating the performance of the Nation’s Programs to better serve the Citizens of the Seminole Nation.
ESSENTIAL FUNCTIONS
1. Responsible for the planning, direction and evaluation of the administrative functions and staff that are responsible for human resources, finance, facilities management, procurement, asset management and information technology ensuring that program objectives are accomplished, financial expenditures are in accordance with regulatory and budgetary requirements and required reports are completed and submitted in a timely manner.
2. Oversees and manages the establishment and application of administrative support systems, including policy development, preparation of standard operating procedures and processes, and that practical, functional, user-friendly forms and methods are available for requesting needed assistance for program activities.
3. Promotes and cultivates effective internal communications ensuring workforce awareness of emerging and evolving issues, developments, initiatives, regulatory requirements, and training/development opportunities within the Nation that span multiple mission or program areas.
4. Reviews and monitors facilities, systems, projects, programs, and recommends alternate methods and operations to ensure compliance with regulatory or controlling requirements as they apply to the execution of administrative functions.
5. Serves as the primary technical advisor/consultant and subject matter expert on a broad range of organizational and administrative matters and concerns arising from a variety of internal and external individuals and groups.
6. Coordinates the administrative support functions with other components of the Seminole Nation, establishing and maintaining liaison with Managers/Directors whose programs impact the population residing within the service area.
7. Remains up to date on and ensures compliance with applicable laws, regulations and professional principles regarding human resources, finance, procurement, property/facility management and information technology.
8. Meets with Tribal and community officials and organizations to discuss organizational emphases, priorities, needs, accomplishments, problems, and proposals as they relate to the Seminole Nation, and when necessary, serves as a committee or board member within these organizations as a source of expertise in organizational and administrative matters of the Seminole Nation.
9. Responsible for the supervision of subordinate program staff, including the assignment of duties, review of completed work and advice and guidance in areas related to organizational systems and administrative services.
10. Perform other duties as assigned.
MINIMUM QUALIFICATIONS
1. Completion of a four (4) year course of study at an accredited college or university leading to a Bachelor's or higher degree in business administration, public administration, public policy, AND
2. Five (5) years of specialized practical experience obtained in the public or tribal sector that furnished: (a) thorough knowledge of the procedures and applicable federal, state and tribal regulations, statues and laws as they pertain to organizations serving primarily Native American populations; (b) experience in the management and operation of functions and services involving administrative and technical support, or other responsible work that provided a knowledge and a fundamental understanding of, and the ability to apply, sound management principles, methods and techniques equivalent to that which would have been gained through a Master’s level college curriculum, and (c) familiarity with organizational issues and concerns pertaining to the management of Native American programs/services.
3. An equivalent combination of college-level education in a major field of study in any of the acceptable fields listed in (1) above and experience may be substituted on a year for year basis.
4. Must be able to comply with the Seminole Nation Drug Free Workplace policies.
KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge of management and organizational principles, policies, regulations and methodologies for public/tribal agencies and organizations involving complex issues related to the management of Tribal administrative services supporting multiple programs, agencies, and governmental jurisdictions.
2. Knowledge and skills to analyze and resolve conflicts regarding policy, program and supervisory objectives and/or problems concerning very complicated or controversial transactions which involve multifaceted and intricate negotiations.
3. Knowledge and skill to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across organizational lines.
4. Effective communication skills, both verbal and written, including the ability to clearly convey complex information to audiences/individuals of all levels. Ability to work with Federal, state, Tribal and local officials, as well as individuals regarding administrative support matters, issues, and concerns.
LICENSING STATUS
1. Must be able to successfully complete a Background Investigation.
2. Must be able to maintain a valid Driver’s License and be insurable under the Nation’s policy.
3. An initial health exam and drug/alcohol testing are required post job offer and prior to employment.
WORK ENVIORONMENT
1. Work is performed primarily indoors in an office setting with use of a personal computer.
2. Work hours subject to change with overtime and week-end work required.
3. Requirements include travel and expected fatigue, bending, some lifting (20 lbs. max.), and walking.
